Obituary

William “Bill” Robert Riggall, 75, of South Charleston, WV, and Conroe, TX, died July 17, 2025, as a result of a tragic accident in his home. Bill was born September 27, 1949, to William Davis Riggall and Virginia (Corson) Riggall in Charleston, WV.

Bill grew up in Huntington, WV, and was a graduate of Marshall University. He spent his early career in the mining industry and later became a partner in Subtrax, Inc., where he helped develop nine Subway Sandwich franchises in the Charleston area. Subtrax, Inc. was sold in 2015, and Bill officially retired. ”Retired” may be a misnomer as Bill kept busy with home projects, racing his Corvette and engaging in political discourse on social media. He was a pro at online research and an avid follower of current events. Although Bill had his opinions, he always was respectful of others and a good listener. Bill was a stickler for proper grammar and to the family’s chagrin often would correct journalists’ improper usage. He delighted in a good meal, whether it was grilling for the family or fine dining with friends. Bill had a caretaker’s spirit and a servant’s heart. He was quick to help his neighbors and family in any situation. Bill was a good and caring friend to many people from all walks of life. He will be sorely missed by his many friends and family.

Bill is survived by the love of his life, Marti Vick Riggall, to whom he affectionately referred to as “Martin.” They enjoyed 35 years of marriage. He was a loving father to Shaina and her husband Clifford Starcher, Korin Parsons, and Todd Long and his wife Stephanie. He was the proud grandfather to Ameera Starcher (Kris Cheek), Amina Starcher, Emerie Parsons, Nicholas Long, Grayson Long and Alexander Long. Bill also is survived by his beloved brother, Frank Riggall, MD, special nephew Todd Riggall, special niece Heather Duque, and Elizabeth Riggall, the mother of his daughters. Bill always had one foot in Texas because of Lucy and Kevin Kneisley, his beloved sister-in-law and brother-in-law, Marti’s dear aunt, Charlotte Coleman Gaffney, and many loving nephews, nieces, and cousins.

The life of this patriot and family man will be celebrated at a memorial service, 1:00 p.m. on Saturday, July 26, 2025, in the chapel of Barlow Bonsall Funeral Home in Charleston.

The family will receive friends an hour prior to the service.
